New Delhi: A report by the Association for Democratic Reforms (ADR) has revealed that five out of seven newly inducted ministers in Delhi have criminal cases against them. Among them is Chief Minister Rekha Gupta, who was officially sworn in on Thursday.

The report, based on self-sworn affidavits submitted before the 2025 Delhi Assembly elections, also highlights that one cabinet member, Ashish Sood, is facing serious criminal charges.

Ministers’ Wealth: Two Billionaires in Delhi Cabinet

The ADR report also sheds light on the financial status of Delhi’s new ministers:

  • Manjinder Singh Sirsa, the BJP MLA from Rajouri Garden, is the wealthiest minister, declaring assets worth ₹248.85 crore.
  • Kapil Mishra, representing Karawal Nagar, has the lowest declared assets at ₹1.06 crore.
  • The average assets of the seven ministers stand at ₹56.03 crore.
  • Parvesh Sahib Singh Verma, MLA from New Delhi, has the highest liabilities, owing ₹74.36 crore.

Ministers’ Educational Background

  • Six out of the seven ministers hold graduate or higher degrees.
  • One minister has completed education up to the 12th standard.

Rekha Gupta Sworn in as Delhi’s Ninth Chief Minister

Rekha Gupta, the first-time MLA from Shalimar Bagh, officially assumed office as Delhi’s ninth chief minister after taking charge at the Delhi Secretariat on Thursday.

She was administered the oath by Lieutenant Governor VK Saxena during a grand ceremony at Ramlila Maidan, attended by:

  • Prime Minister Narendra Modi
  • Senior BJP leaders, including Amit Shah and JP Nadda
  • Chief Ministers and Deputy Chief Ministers from NDA-ruled states
