New Delhi: Union Law Minister Arjun Ram Meghwal has introduced the 'Constitution (129th Amendment) Bill, 2024' and the related 'Union Territory Laws (Amendment) Bill, 2024' in the lower house of Parliament to reinstate the provision for holding Lok Sabha and Assembly elections simultaneously in the country. What is One Country One Election Bill?
The Union Cabinet headed by Prime Minister Narendra Modi on Thursday approved the Constitutional Amendment Bill to implement the concept of holding simultaneous elections to the Lok Sabha and state assemblies to implement the ruling BJP's key plank of 'one country, one election'. A high-level committee headed by former President Ram Nath Kovind had also proposed holding municipal and panchayat elections in a phased manner along with the Lok Sabha and state assembly elections, but the Cabinet has decided to stay away from the issue of local body elections "for now". The Bharatiya Janata Party (BJP) had expressed its commitment to this idea in its manifesto for the 2024 Lok Sabha elections.

BJP allies in the Union Cabinet like Telugu Desam Party (TDP), Janata Dal (United) and Lok Janshakti Party (Ram Vilas) are supporting the concept. Citing the recommendations of the high-level committee, sources said the bill proposes to amend Article 82A by adding sub-clause (1) relating to the appointed date. It will also propose to insert sub-clause (2) in Article 82A relating to the expiry of the term of the Lok Sabha and state assemblies. It also proposes to amend Article 83 (2) and insert new sub-clauses (3) and (4) relating to the term and dissolution of the Lok Sabha. It also has provisions for dissolution of assemblies and amending Article 327 to insert the words "simultaneous election".
